The New Hampshire Army National Guard has a requirement for Soldier Wellness and Individual Fitness Training (SWIFT). Services rendered will include position for both a licensed dietician and a certified fitness and strength trainer/conditioning specialist. The successful offeror shall also be required to provide healthy lifestyle promotion and education as well as provide routine reports. See the attached performance work statement for a complete description of the requirement. This request for proposals (RFP) follows the New Hampshire Army National Guard’s pre-solicitation notice, W912TF-22-R-0005, issued earlier on 12 July 2022. The Government intends to award a single contract to the offeror who submits a proposal that represents the best value in terms of the successful offeror’s past performance and other factors considered. Please see the attached solicitation, W912TF-22-R-5009, for a full description of the evaluation factors the Government will use in evaluating your proposals. This solicitation is 100% set-aside for small businesses under the associated North American Classification System (NAICS) code 713940- Fitness and Recreational Sports Centers. (A small business size standard of $15.5M) All services shall be performed during the week and on drill weekends. The primary place of performance shall be 1 Minuteman Way in Concord, NH; however, the contractor will be required to travel to other locations in the State as needed. The performance work statement details a complete list of locations to which the contractor may be required to travel. The period of performance shall include one (1) base year and up to two (2) option years and the exact dates for performance are detailed in the attached performance work statement. To be considered for award, interested parties must submit their proposals on (or before) 4:00 PM EST on 6 September 2022. In addition to their proposals, interested parties must also submit: A) a completed & signed pricing sheet by the closing date of the RFP; and B) points of contact for any Government Contract held within the past three years to validate successful past performance. If an interested party has not held a Government contract prior to this point, they may submit contact info for any successful commercial contract provided that performance provided that it was completed within the past three years. Offerors are to submit no more than five (5) projects for evaluation. All technical or contractual questions shall be submitted in writing via e-mail no later than 12:00 noon EST on 22 August 2022 to Matthew Lapointe at matthew.r.lapointe.civ@army.mil. Telephone inquiries will not be accepted. If the Government responses to technical questions affect the Statement of Work requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued.
