Homeland Security and Innovation Center (HSIC) - Executive Education Seminar Services
HSIC at Joint Force Headquarters–Massachusetts seeks university-based executive education seminar services for General/Flag Officer Seminar and Leadership in Homeland Security audiences, emphasizing rigorous academic study, case-based analysis, facilitated discussion, critical thinking, and peer networking. The curriculum should address National Guard roles in complex domestic response and intergovernmental coordination, plus emerging topics such as AI, cyber threats, sUAS/cUAS, and innovation, subject to HSIC/GOMO mission validation. Interested academic institutions are asked to provide market-research feedback and a capability statement covering academic capability, delivery and pricing feasibility, faculty qualifications, case-study pedagogy, capacity for 65 plus support staff in person, enrollment of 40 Government-funded and up to 25 direct-pay seats, pricing models, intellectual property/licensing, and participation barriers. Feedback should address seven market-research areas and eight targeted university questions, including whether specific requirements would discourage competition and what alternatives would preserve educational quality. This is an informational planning notice only, not an RFP/RFQ/IFB, with no contract award commitment and response costs borne by the respondent.
