This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ); the solicitation number is W912SV-23-Q-0007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04. This requirement is Total Small Business Set-Aside using Simplified Acquisition Procedures in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 under NAICS code 611430 – Professional and Management Development Training. The small business size standard is $15M. Interested vendors must certify to the applicable NAICS via their SAM Representations and Certifications. If an interested vendor is not registered to this NAICS, they are encouraged to add this NAICS to the SAM Reps and Certs prior to solicitation close date. The Massachusetts Army National Guard (MA ARNG) has a requirement for a Structural Collapse Venue Site Exercise in accordance with the specifications outlined in the attached Performance Work Statement (PWS) – Attachment. A description of requirements for the items to be acquired / services to be rendered can be found in the attached Performance Work Statement. A firm fixed price contract is contemplated. MA NG P&C is currently conducting market research to identify qualified and interested potential sources, in particular, small business capability. The information requested by this Sources Sought will be used within the MA NG to facilitate decision making and will not be disclosed outside the agency. For the purposes of this Sources Sought, the North American Industry Classification System (NAICS) Code is 611430 with a size standard of $15M. This Sources Sought is issued for information and planning purposes only. This is not a Request for Proposal (RFP), Request for Quotes (RFQ), or Invitation for Bid (IFB). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.
