THIS IS NOT A REQUEST FOR PROPOSAL. RESPONSES TO THIS NOTICE SHALL NOT BE CONSIDERED PROPOSALS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up requests for information. The Government will not pay for any information provided as a result of this market survey. The purpose of this sources sought is to gain knowledge of qualified Small Business sources for this potential diversity and inclusion consultant service requirement, including interested certified 8(a), HUBZone, Service Disabled Veteran Owned Small Businesses (SDVOSB), Women Owned Small Business, and Economically Disadvantaged Women Owned Small Business capable of performing the requirements described below. The Massachusetts National Guard (MANG), has a potential requirement for an on-site diversity and inclusion consultant at its Massachusetts Joint Force Headquarters location to provide consultation services to support the effective implementation and execution of diversity and inclusion programs and policies. The mission of the MANG Diversity and Inclusion Office is to develop policies and plans, issue guidance, conduct analyses, define strategic direction, and provide oversight, evaluation, and strategic messaging for MANG-wide diversity programs and plans that impact all MANG members. Consultant support for the MANG Diversity and Inclusion Office is anticipated to include personnel and training policy review; analytics support in the areas of demographics and recruitment/retention/attrition; and development of recommendations in the areas of training, policy and procedures, resource management challenges, and program assessment. Interested Parties are solely responsible for monitoring the aforementioned website for the release of any solicitation package and/or any updates and/or amendments. The primary North American Industry Classification System (NAICS) Code for work performed will be 541618 – Other Management Consulting Services with a small business size standard of $16.5 Million . Interested parties may provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 1PM (EDT) 15 March 2021. This response, must include the completed Questionnaire in the attachments to this announcement and information (project description, contract amount, period of performance, customer/location) on at least three (3) recent, similar efforts and shall not exceed ten (10) typewritten pages. Any omissions may be grounds for removal from consideration for a potential set-aside. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
