The Massachusetts Army National Guard intends to post a solicitation, in the form of a Request for Proposal (RFP) under FAR 13.5, for General Flag Officer Executive and Leadership in Homeland Security Seminars. The Government anticipates that this solicitation will be available on or about 5 June 2020 from the Contracting Opportunities link within the beta.SAM.gov website on-line at https://beta.sam.gov/. The solicitation, Performance Work Statement (PWS), and associated information will be available only from the beta.SAM.gov website. DESCRIPTION OF WORK: The Contractor will provide all labor, supplies, materials, and supervision necessary to provide Executive Education academic course that combines the cores of established research presented in case study format, group discussion and analysis of the case studies, and relevance to the National Guard. Course content should stem from pre-existing academic content in emergency management, homeland security, and/or crisis management; equipping participants with appropriate perspectives and responses to future challenges. The Contractor shall provide all services at their own brick and mortar facility. As a result of this solicitation, the Government intends to issue a single award Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five (5) year ordering period. The solicitation and award will include FAR Clause 52.217-8 Option to Extend Services for a period not to exceed six (6) months. This effort will be solicited on a Full and Open competitive basis. The North American Industry Classification System (NAICS) code that applies to this effort is: 611310 - Colleges, Universities, and Professional Schools - with a Small Business Size Standard of $30M.
