Potential Respondents shall describe how they would propose to successfully perform cellphone service, assuming that all services provided by Respondent would be accomplished in accordance with all applicable U.S. and host nation laws, regulations, policies, and procedures. 2. Potential Respondents shall answer YES or NO if they are compliant with Section 889 3. Potential Respondents shall describe proposed financial plans, including, if appropriate, the manner in which charges levied for services rendered would be derived. Charges cannot be based on cost plus a percentage of cost. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are “best” estimates only. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be sent by email and post on SAM. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. RCO Kosovo, exploring options for a five years contract, one(1) Base plus four(4) years Option for eighteen (18) cell phones for ASG Balkans in Camp Butmir, Bosnia. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Cell phone services for personnel at Camp Butmir. The contractor shall be Section 889 compliant;And shall perform and maintain services with 24/7/365 interconnectivity capability. Note: the USG will not accept any offers providing HUAWEI phones. The contractor shall provide full cellular phone service for eighteen (18) phones to Camp Butmir, Bosnia to include, but will not be limited to, monthly usage charges in accordance with contractor’s quote, phone call listing printouts, dependable service in Bosnia and Herzegovina(BiH) as well as roaming service in and around BiH by way of having signed roaming agreements with at least one (1) cellular telephone service provider in all Balkans countries, as well as neighboring EU countries. Selection of Cellular Phones: Contractor will offer a choice of no more than three (3) telephones device/models for selection by the Government. All cellular devices shall include standard commercially available warranties for devices and accessories. Warranty period shall begin upon activation of the device. Telephonic devices should include open market standard functions as part of its base service including, but not limited to: Pulse/Touch-Tone; speaker phone, call waiting, call forwarding, three-way calling, and camera (still pictures and video). Phones should be touch pad style and not a “smart” phone. The Government will select one (1) device/model of the choices offered by the contractor. All devices/models offered must meet the following criteria: Thin Film Transistor (TFT) display, dual-band GSM, unlocked (i.e. transferable to other providers), standard “off-the-shelf” designs. All devices/models offered for selection shall meet or exceed the minimum criteria required. All models offered must be capable of disabling international, roaming, and SMS services at the Contractor’s central office. The default state for these services will be “disabled.” Services will only be enabled by the Contractor on an individual line basis at the specific request of the Government. Users will not be given the capability to enable the service on their phones. Subscription for each telephone will be pay per usage. All telephone shall be capable with local cellular coverage to include voice and text messaging with international and roaming services on designated devices. A minimum of 150 minutes and 150 SMS Messages per month to any number in BIH should be included. The response date for this market research is 18 Aug, 2021. No collect calls will be accepted.
