The DCNG requires daily pickup and delivery wash-and-fold laundry service for military equipment, clothing, towels, and bed linen, with clean items free of detectable chemical residue, at Government-directed locations across the National Capital Region; current hotel locations are in Technical Exhibit 2 of the PWS. The contractor must coordinate with the COR and return laundry within 48–72 hours of pickup unless otherwise approved in writing, supporting an estimated workload of up to forty 20-pound bags per day. The period of performance is a 12-month base year from 1 February 2027 through 31 January 2028, plus one 12-month option year from 1 February 2028 through 31 January 2029 if exercised. Award will be based on price and other factors, with options included in total-price evaluation and best-value consideration of past performance, resources, location, experience, timely pickup/drop-off, accountability, and loss compensation. The Government intends to solicit quotations directly from at least three suppliers under RFO FAR 12.201-1(c)(2); interested vendors may provide capabilities statements, but inclusion in the direct solicitation pool is not guaranteed.
