Sources Sought: The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for the construction of the Joint Base Lewis-McChord Microgrid. As part of the construction contract solicitation, the USACE intends to include the following sole source requirement in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(b)(3), Only one responsible source and no other supplies or services will satisfy agency requirements. Electrical Utility Connection Services: The construction of the Joint Base Lewis McChord (JBLM) Directorate of Emergency Services (DES) Microgrid will sole source electrical utility connection services to include furnishing and installing the electrical service infrastructure associated with this work, to City Light and Power, the utility provider. City Light and Power is the only electrical utility provider for JBLM and manages the installation’s electrical grid. This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein.
