This is a SOURCES SOUGHT notice to determine the capabilities of small business firms for a small business set-aside. If your firm is a Small Business, certified HUBZone, 8A, Woman- Owned Small Business or Service-Disabled Veteran Owned Business and you are interested in this project please respond appropriately. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. No solicitation or technical scope of services is available at this time. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Small businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. Contract duration is estimated to be 24-36 months, NAICS code is 237990, Other Heavy and Civil Engineering Construction, which has a size standard of $39.5 million in average annual receipts. Award of a Firm Fixed Priced Construction Contract is being considered. This contract will have a period of performance of 18 months and have a cost estimate range between $25,000,000.00 and $100,000,000.00. Project scope: Phase III: (North and South Paintsville) design is being performed in-house. The North Paintsville floodwall consists of approximately 8,000 LF of floodwalls and levees ranging from flush with the ground to 15’ tall. This floodwall begins near the Johnson County Regional Hospital and follows the north bank of Paint Creek to the confluence of Levisa Fork. The South Paintsville floodwall and levees consists of approximately 4,350 LF of concrete floodwall and levee. The South levee rages in height from no stick up to some locations where the levees are 30’ tall. The South Floodwall begins near the Broadway/College Street Bridge and follows the south side of Paint Creek to the confluence with Levisa Fork. The floodwall systems include several storm lines with flap gates, and road closures. The construction will require the relocation of several utilities and the acquisition of several structures. All interested Small Business, certified HUBZone, 8A, Woman- Owned Small Business or Service-Disabled Veteran Owned Business contractors should respond to this SOURCES SOUGHT by email no later than 22 July 2022 by 10:00 AM Eastern Time. The following requests are designed to apprise the US Army Corps of Engineers, Louisville District, of any prospective small business construction project execution capabilities. Please provide your response to the following. The submission is limited to 3 most relevant projects and 12 total pages of information. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's Unique Identifier Number and CAGE Code(s). 3. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits. 4. Descriptions of Experience - Interested firms must provide specification sheets for all equipment to determine if the firm can provide the requested equipment. Provide a description of your firm’s past experience on completed projects within the last ten years which are similar to this project in scope. Provide documentation demonstrating the construction, scheduling and coordination experience for flood risk management projects that involve management of multiple sub-contractors and self-performance of either levee construction or floodwall construction. a. Projects similar in size to this project include: Projects that include approximately 5,200 LF of floodwalls and levees, ranging up to 20’ tall. c. Based on the information above, for each project submitted, include: Current percentage of construction complete and the date when it was or will be completed. Scope of the project. Size of the project. The dollar value of the construction contract. The type and percentage of the contract cost, that was self-performed as physical construction by construction trade(s). Identify the number of subcontractors by construction trade utilized for each project. Documentation from the firm’s bonding company showing current single and aggregate performance and payment bond limits. The portion and percentage of the project that was self-performed. Demonstrate and provide successful Design/Bid/Build Projects within the last 10 years.
