OCAR HQ Optimization - Ft. Belvoir
The U.S. Army Corps of Engineers is seeking information for the design and renovation of Truman Hall, an 88,000 square foot facility on Fort Belvoir, VA, to accommodate an additional 215 personnel arriving from March 2027 through 2028. The project involves extensive interior renovations, including HVAC, electrical, plumbing, and telecommunications upgrades, to extend the facility's life by 25 years. The estimated budget is between $4 and $6 million, with a planned acquisition strategy using Progressive Design-Build via Other Transaction Authority. The government is exploring innovative construction technologies and collaborative delivery methods, with a two-phase approach: design and pre-construction, followed by construction upon agreement on a Guaranteed Maximum Price. Respondents are asked to provide company profiles, experience with OTA and PDB, and feedback on the acquisition strategy.
