REQUEST FOR INFORMATION (RFI) / MARKET RESEARCH NOTICE RELATED TO SEVERAL UPCOMING PROJECTS at WRIGHT-PATTERSON AFB, OHIO
USACE, in support of the USAF, is conducting market research for multiple upcoming design and construction projects at Wright-Patterson Air Force Base, Ohio, under a potential Other Transaction (OT) authority and Progressive Design-Build (PDB) delivery approach. The efforts include NASIC main campus renovation (~$160M), Advanced Materials Research Laboratory (~$122M), Compressor Research Facility VFD modernization ($25M), F/31240 boiler decentralization/demolition ($66.5M), West Ramp boiler decentralization/demolition ($14M), dormitory repairs ($25M), and Research Facility F/20490 renovation (~$22M). The PDB strategy envisions Phase 1 collaborative design/preconstruction, then Phase 2 construction if a Guaranteed Maximum Price is agreed, with an off-ramp if not, and the RFI seeks input on collaborative mechanisms for the first 30-90 days of Phase 1 and mitigations for 90-180 day Phase 2 funding delays after design completion. Some projects may require CMMC compliance and a current SPRS/NIST SP 800-171 assessment prior to award, including secure handling of CUI/FCI and design packages with subcontractors. Interested firms would need to address OTA/PDB experience, open-book pricing, GMP/risk allocation, long-lead procurement, ICD 705/SAP and complex MEP/lab experience, teaming, and bonding/financial capability.
