This is a two-phase, Firm-Fixed-Price Design/Build contract for the repair and extension of the economic life of the General Stilwell Memorial U.S. Army Reserve Center Training Building at Fort Sam Houston, Texas. The project will address deficiencies in roofing, HVAC, electrical, water, fire alarm/suppression systems, and interior/exterior finishes. The contract duration is estimated at 802 calendar days from the Notice to Proceed. The procurement is full and open, but a small business subcontracting plan is required prior to award. A target of five most-qualified offerors will be invited to Phase II, with evaluation factors including past performance, technical approach, design narrative, management plan, schedule, and price.
