Presolicitation Notice: ERCIP Lake City Army Ammunition Plant Microgrid and Combined Heat and Power
The U.S. Army Corps of Engineers plans a Design-Bid-Build project to construct a 15 MW combined heat and power microgrid at the Lake City Army Ammunition Plant. The contract has a performance period of 1014 calendar days from Notice to Proceed, and the construction magnitude is estimated between $25 million and $100 million, expected at the upper end of that range. The project involves building a microgrid with dual-fuel turbines, connecting to existing plant infrastructure, and installing advanced controls and a backup propane system. This is an unrestricted, full and open procurement with a hubzone price evaluation preference, using a best-value trade-off selection process. Offerors must maintain active registrations in SAM.gov and have the required Cybersecurity Maturity Model Certification.
