This is a Design-Bid-Build construction project to build a black-start capable microgrid for energy resiliency at the Anniston Army Depot (ANAD), integrating new and existing generation assets across multiple substations. The contract has a performance duration of 724 calendar days from Notice to Proceed, and the estimated construction cost is between $25 million and $100 million. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a size standard of $45 million. The project involves constructing a system with new natural gas generation, solar PV integration, SCADA controls, and distribution upgrades to enable islanding and prioritize critical loads for a minimum of 14 days during outages. The Government anticipates releasing the solicitation on or about March 2, 2026.
