This Justification and Approval notice follows verbal approval provided by the Command Advocate for Competition on 2 July 2025 for a sole source, firm-fixed price contract to secure a charter of a 2000 HP Azimuth Drive (Z-Drive) Towboat from Marquette Transportation Company, LLC, (Unique Entity Identifier: EYETNRAE5LV9, CAGE Code 1FEC3) for Olmsted Locks and Dam under conditions of unusual and compelling urgency. This action is funded by Operations and Maintenance Funds. The Contracting Officer provided verbal authorization to proceed to Marquette Transportation LLC on 3 July 2025, which allowed the Government to secure the rental and start mobilization of the charter.
