DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR24B0011 to construct a 12,300 SF single-story, pre-engineered metal building (PEMB), laboratory support building. The building will meet current applicable building codes including Life Safety and Architectural Barriers Act Standards. The laboratory support building will house the research apparatus fabrication laboratory, Technical Research Support space, and associated administrative support function. The construction will involve all systems of a new building such as structural, framing, interiors, plumbing, HVAC, fire safety, electrical, communications, and heavy duty concrete paving to support semi access to the loading dock. The supporting construction of this project includes parking spaces to support the new building, storm drainage, to include stormwater detention pond, sewer, potable water, fire water, electrical, and communication services. The Contract Duration is estimated at three hundred seventy (370) calendar days from Contract Notice to Proceed. The actual Period of Performance will be identified in the solicitation. TYPE OF CONTRACT AND NAICS: This IFB will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. In accordance with Executive Order 14063, this procurement will require a Project Labor Agreement. Additional details can be found in the solicitation when it is posted. TYPE OF SET-ASIDE: This acquisition will be a Full & Open competitive procurement. SELECTION PROCESS: This is a sealed bid procurement operating under FAR Part 14. The bids will be evaluated using an Invitation For Bid (IFB) source selection process based on the lowest price submitted. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000 in accordance with DFARS 236.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 6 August 2024 and approximate closing date on or about 5 September 2024. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted. PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held following the issuance of the solicitation. The exact location and time will be included in the solicitation.
