The U.S. Army Corps of Engineers (USACE), Louisville District intends to issue a Request for Proposal (RFP), Solicitation No. W912QR23R0036 for a Full Facility Renovation (FFR) construction of an existing Army Reserve Center (ARC) and Vehicle Maintenance Shop (VMS) located in Fort Bliss, El Paso, TX. The scope of this Design/Build project is to repair the Roy P. Benavidez Army Reserve Center (ARC) (31,272 SF) and Vehicle Maintenance Shop (VMS) Buildings (10,725 SF). This project will eliminate identified deficiencies; extend the economic life of the facility by 25 years. Building components and systems to be repaired include the roofing, heating, ventilation, and air conditioning (HVAC); electrical distribution; water distribution and fire alarm and suppression systems, ceilings, windows and doors, floor coverings, interior reconfiguration, and interior and exterior finishes. This project shall comply with the Americans with Disabilities Act and demolished failing components will be removed and disposed properly. The Contract Duration is expected to be approximately 925 calendar days from Notice to Proceed. TYPE OF CONTRACT: The solicitation is anticipated to result in one (1) Firm-Fixed-Price (FFP) contract. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 236220 -Commercial and Institutional Building Construction. The Small Business Size Standard is $45M. TYPE OF SET-ASIDE: This acquisition will be a Small Business Set-Aside. SELECTION PROCESS: This is a TWO-phase procurement. The Phase I & Phase II proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The Phase I proposal for this procurement, at a minimum, may consist of the following: Prime Contractor & Designer of Record Past Performance and Technical Approach. If downselected from Phase I, the Phase II proposal for this procurement, at a minimum, may consist of the following: Design Drawings, Design Narrative and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors when combined are considered equal to price. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10 million and $25 million in accordance with DFARS 236.204.
