This Request for Proposal (RFP) is for a contract to provide and install a chiller to replace the existing Chiller #2 and Chiller #3 in DFAS Building 21 in accordance with the included Performance Work Statement. LOCATION: DFAS Building 21 3990 E Broad St. Whitehall, OH 43213 This procurement is 100% set-aside for Small Business, NAICS 238220, Plumbing, Heating & Air Conditioning Contractors (Size Standard $16.5M). Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. One award will be made from this Solicitation. The contract award will be based on Lowest Price to the Government. DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR21R0034 for the Contractor to provide all labor, equipment, supplies and services as required for the replacement of Chiller #2 and Chiller #3 at Defense Finance and Accounting Service (DFAS) Building 21, located within the Defense Supply Center Columbus (DSCC), a Defense Logistics Agency (DLA) installation to result in a complete and useable facility. All demolition required to construct the project is included as part of the work of this Contract. The new chiller shall be compatible with the existing chilled water system control system, so that it may be controlled in the same manner as the existing chiller. The new chiller shall be integrated into the chilled water system, to include that hardware and software configurations for the new chiller shall be similar to that of the existing chiller. Once the installation is complete, the contractor shall start the chiller in accordance with the start-up instructions supplied by the manufacturer. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price contract with a Period of Performance of 180 calendar days. The North American Industrial Classification System Code (NAICS) for this effort is 238220, Plumbing, Heating & Air Conditioner Contractors. TYPE OF SET-ASIDE: This acquisition is 100% set-aside for small business. SELECTION PROCESS: The proposals will be evaluated by lowest price to the Government.
