DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR21R0017 to repair an existing hydrant fuel system and provide a serviceable, detect-free transfer line between jet fuel bulk storage areas to provide necessary jet fuel storage capability for KC-135 operations. Replace the existing underground bulk transfer line and underground hydrant fuel line and provide cathodic protection system for the piping system. Existing apron duel pits will be demolished and relocated, existing tanks will be repaired, and existing pumphouse will be repaired. This project is anticipated to contain options. The Contract Duration is anticipated to be five hundred and sixty calendar days from Issuance of Notice to Proceed. Please reference FAR 52.211-10 in solicitation once released for actual performance period. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237120 TYPE OF SET-ASIDE: This acquisition will be a Full and open acquisition with a 10% HUBZone price evaluation preference. SELECTION PROCESS: This is a single phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Technical factors, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors when combined are considered equal to price.
