A market survey is being conducted in order to make acquisition decisions about this future project and to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. The proposed project is a DBB replacement in-kind of three (3) existing substation transformers that have exceeded their service life along with minor ancillary work. Two (2), 1 MVA transformers feed double-ended switchgear and one (1), 2 MVA transformer feeds the UPS system operating with 4160V primary feed. This project will replace those transformers and serve as a temporary maintenance measure to protect against power failure while other electrical infrastructure projects are implemented. The construction phase of the project will include demo and replacement of existing transformers within the building, including disposal. The construction will be phased in such a manner to prevent power loss, where possible. Where power loss is not possible, temporary connection may be made to existing emergency power system. Contract duration is estimated at 270 calendar days. The estimated cost range is $1-5 million. NAICS code is 237130. Documentation from the firm’s bonding company showing current single and aggregate performance and payment bond limits. 4. Descriptions of Experience –Interested construction firms must provide no more than three (3) example projects with either greater than 90 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. Projects similar in scope to this project include: Replacement of primary, medium voltage power system components of comparable capacity such as transformers, switchgear, transfer switches etc, within an existing, enclosed space (not open yard with no space constraints). Projects should also include (planned or implemented) temporary power supply (generators) or connection to existing alternate system to prevent power loss during replacement. Projects similar in size to this project include: Projects of at least ~$250K in primary electrical components cost will be considered similar in size based on power system capacities which should be ~500kVA or ~75A primary side medium voltage input, or greater. c. This range is designed to train and test scout reconnaissance crews and sections on the skills necessary to detect, identify, engage, and defeat stationary and moving infantry and armor targets in a tactical array. Down range work will consist of demolition of existing target structures and berms and construction of aggregate tank maneuver trails, aggregate service trails, concrete pads, battle positions, drainage pipes and structures, electrical and communications cabling, range limit markers, lane markers, and target emplacements as described below: New construction: 1 Moving Armor Target (MAT), 96 Stationary Infantry Target emplacements (SIT), 32 Widened SIT (w-SIT), 4 Moving Infantry Target Emplacements (MIT), 35 Stationary Armor Target Emplacements (SAT), 2 Two-Tier Battle Positions (BP), 4 Reverse Slope BPs, and 4 Firing Positions.
