The estimated cost of this construction project is between $10,000,000.00 and $25,000,000.00, in accordance with DFARS 236.204. This is a full and open procurement. In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation. NAICS code 236220. Size determination: $39.5 Million. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR20R0038 for the Repair a 400-member Army Reserve Center (ARC) in Orangeburg, NY to include approximately 25,000 sf and construct up to 5,000 SF of additional space. Primary facilities include repair and construction of an ARC Building. Building design(s) will comply with Unified Facilities Criteria, UFC 4-171-05, Army Reserve Facilities. Supporting facilities include land clearing, paving, and vehicle wash rack/platform, bi-level equipment loading ramp, fencing, general site improvements and utility connections. Accessibility for the disabled will be provided. Antiterrorism/Force Protection (AT/FP) and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Air Conditioning (Estimated 60 Tons). The project will contain the following options: 1) Training Center Entrance addition; 2) Training Center Rear Addition; 3) Training Center Weapons Simulator addition 4) Roof Replacement: 5) Reroute Storm Drainage: 6) MKT pad; 7) Mill and overlay paving; 8) Wash rack; 9) OMAR funded items; and 10) OMAR Funded Bona Fide Need Items. The Contract Duration is seven hundred eighty (720) calendar days from Contract Notice to Proceed. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be a Full & Open competitive procurement. SELECTION PROCESS: This is a two phase, Design/Bid/Build procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. Past performance and technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Management Plan, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered approximately equal to cost or price. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000 in accordance with FARS 36.204. The target ceiling for this contract is approximately $6,916,000. Offerors are under no obligation to approach this ceiling. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 3 Mar 2020 and approximate closing date on or about 6 Apr 2020.
