This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The intent of this Request for Quote (RFQ) is to award one (1) firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) Contract to provide Operation and Maintenance Services for Green River Lake in accordance with the attached Scope of Work and Price Breakout Schedule. Green River Lake is located in South Central Kentucky in Taylor and Adair counties. Principal cities in the area are Campbellsville and Columbia, Kentucky. The Contractor's work and responsibility shall include all planning, programming, administration, management, supervision, communications, and inspection necessary to assure that all services are conducted in accordance with the contract requirements and all applicable Federal, state and local laws and regulations. The Base Year of services will be provided from 01 January 2020 through 31 December 2020. Note: This solicitation contains an option clause to extend the awarded contract for up to four (4) additional one (1) year periods. The one (1) year option periods are as follows: Option Year 1: 01 January 2021 through 31 December 2021 Option Year 2: 01 January 2022 through 31 December 2022 Option Year 3: 01 January 2023 through 31 December 2023 Option Year 4: 01 January 2024 through 31 December 2024 The minimum guaranteed amount for the Base Year is $4,832.23 in awarded services. If exercised, there is no minimum guaranteed amount for the Option Years. Individual Task Orders will be issued against the awarded contract for when services are required. Upon issuance of the first Task Order that exceeds the minimum guaranteed amount, the minimum guaranteed amount will be de-obligated. Basis of Award: The basis of award is the Best Value Trade-Off process. Factors to be considered are Past Experience and Price. The Quote Requirements and Evaluation Process are detailed in the Evaluation Criteria section of this RFQ. Quotes will not be accepted for quantities less than the quantities specified in the Price Breakout Schedule. Failure to submit a unit price for all items listed (Base Year and all Option Years) of the Price Breakout Schedule will be considered as a material deviation from the requirements of the RFQ and the Quote will be rejected. This procurement is 100% set-aside for Small Business, NAICS 561720 ($19.5 million). Quotes are due on 17 December 2019 at 1:00 PM Eastern. Fax submittals will not be accepted. A SITE VISIT HAS BEEN SCHEDULED AND ATTENDANCE IS HIGHLY RECOMMENDED. The site visit will be held on 05 December 2019 at 10:00 AM Eastern. Attendees shall meet at the Visitors Center located at 544 Lake Road Campbellsville, KY 42718. Prior to the date of the site visit, it is recommended that attendees contact Lori Brewster, Supervisory Natural Resources Project Manager, at (270) 465-4463 to let her know that you plan on attending as the site visit will include visiting other areas of the lake besides the Visitors Center. In accordance with FAR 52.237-1, Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor.
