Request for Information/Market Intelligence Notice: Microgrid Projects – Use of Progressive Design Build (PDB) with Other Transaction Authority (OTA)
The U.S. Army Corps of Engineers, Louisville District, is conducting an RFI/market research notice to evaluate using Progressive Design-Build under an Other Transaction Agreement for microgrid construction that provides emergency power to critical facilities for 14+ days during utility grid outages, with potential projects across the continental U.S., including Fort Sill, Oklahoma, and Camp Parks, California. Fort Sill would involve an 18MW natural gas RICE plant, electrical interconnection, natural gas pipeline, substation modifications, microgrid controls/communications, and underground utilities/site work. Camp Parks would expand an existing microgrid with 1,650 kW natural gas generators, a 5,000 kWh BESS, transformers, controls, switches, medium-voltage distribution, and integration with existing solar PV, BESS, and SCADA.
