The U.S. Army Corps of Engineers Louisville District is issuing a market research RFI for a cyber maintenance hangar modernization project in Mansfield, Ohio, with an estimated Phase 2 construction magnitude of $50 million. The work involves constructing either an ICD-705 compliant endo-skeleton structure or prefabricated panelized facility within an existing hangar to house Cyber Warfare Operations, including secure spaces, MEP systems, fire alarm and sprinkler systems, communications infrastructure, and emergency power. The government is considering an Other Transaction Agreement for a prototype project, with Progressive Design-Build as the baseline delivery method and Construction Manager at Risk as an alternative, structured in two phases: design/pre-construction followed by construction under a negotiated Guaranteed Maximum Price. The RFI requests company profiles, OTA and ICD-705 experience, design-build collaboration approaches, subcontractor integration plans, bonding capacity, and feedback on government-dictated design teams. Participation is voluntary, the government is not obligated to award a contract, and responses will not affect future proposal eligibility.
