The space must include a secondary egress, 24/7 parking for 11 Government-owned vehicles, adequate employee/customer parking within four blocks, daytime janitorial service, and signage; adjacent incompatible businesses may eliminate a site. Lessors must be registered and active in SAM.gov, and offers must include a completed Rental Proposal Worksheet, SAM registration proof, and the existing floor plan. Leases are negotiated for a 5-year term, with the first four pages negotiable and general conditions non-negotiable; the Government can terminate with reasonable notice, and firm-term years generally require a significant lessor build-out contribution, though five-year firm terms are generally not considered.
