The intent of this solicitation is to select no more than (5) contractors for Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) to provide arc flash risk assessments, circuit breaker testing, motor winding insulation resistance (also known as “megger”) testing, general electrical maintenance, and potentially providing material/services for circuit breaker replacement services for the U.S. Army Corps of Engineers, Great Lakes, and Ohio River Division Mission Boundaries. Each MATOC will consist of a five (5) year Base Period. The available capacity for the MATOC pool is $7,000,000.00. This is a one-phase procurement. Proposals will be evaluated by the Government in accordance with the following criteria: I) Past Performance and II) Technical Capability to include the following subfactors: a) Management Plan; b) Quality Control Plan. Pro Forma Information will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered significantly more important than cost or price. This procurement is set-aside for General Small Business Concerns under NAICS code 238210 (size determination $19,000,000.00).
