Enhanced Use Lease for Mineral Processing Facilities
The Department of the Army is seeking proposals for long-term Enhanced Use Leases at Red River, Tobyhanna, and Tooele Army Depots to develop mineral processing facilities, with a preference for specific minerals at each location. The lease term is 50 years, with a possible renewal option, and consideration will be in cash, in-kind, or a combination, at fair market value determined by an appraisal. The selected lessee must finance, design, develop, operate, and maintain the facility at no cost to the Army, and restore the property upon lease expiration. Proposals may cover one or more installations, and the Army may award multiple leases. Performance locations are the three specified Army depots.
