The U.S. Army Corps of Engineers, Louisville District, is issuing an RFI for market intelligence on a design-build project for a Dual Bay Fuel Cell and General Maintenance Hangar for the KC-46 at Selfridge ANG, Michigan. The estimated budget is approximately $188.7 million, and the project includes specialized shops such as corrosion control, fuel cell maintenance, engine, avionics, and non-destructive inspection. The preferred acquisition approach under evaluation is Construction Management at Risk via Other Transaction Authority, structured in two phases: preconstruction services with design collaboration, followed by a Guaranteed Maximum Price construction phase. The government currently holds a 35% design and seeks industry feedback on design entry points, pricing, risk allocation, teaming, and bonding approaches.
