The U.S. Army Corps of Engineers, Louisville District, is planning construction of a 300-member Army Reserve Center and an unheated storage building at DSCR in Richmond, VA, with an estimated acquisition magnitude of $30,000,000–$50,000,000. The Government is seeking market intelligence on a possible Construction Management at Risk (CM@Risk) delivery via Other Transaction Authority under 10 U.S.C. § 2808a, with design currently at 65% and the CMAR potentially onboarded around 90% design to help finalize the design and later build at-risk under a Guaranteed Maximum Price. The contemplated two-phase approach includes a funded Preconstruction Services Agreement for design-assist/open-book pricing, followed by a bilateral modification for construction execution and risk transfer. The RFI requests industry feedback and experience on OTA use, CM@Risk design-assist, GMP/open-book pricing, risk allocation, early work packages, long-lead procurement, specialized facility construction, teaming/subcontractor integration, and bonding capacity.
