The U.S. Army Corps of Engineers, Louisville District, is conducting a market-intelligence RFI to assess industry interest and capability for three Army Reserve MILCON/sustainment projects delivered through Construction Management at Risk (CM@Risk) under Other Transaction Authority (10 U.S.C. § 2808a). The projects are a Collective Training Enlisted Barracks at Devens Reserve Forces Training Area, MA, estimated at $35M–$45M (~46,000 SF; separate barracks award in Sep 2026, this effort to 65% design after survey/geotech; CMAR entry ~65% or ~95% design); an Area Maintenance Support Activity facility at Fort Sheridan, IL, estimated at $30M–$40M (19,000 SF; 65% design; CMAR entry ~95% design); and an Airborne Equipment Parachute Repair Shop/Drying Tower at Patton USARC, Bell, CA, estimated at $5M–$15M (~1,500 SF; 65% design anticipated December 2026; CMAR entry ~95% design). The contemplated CM@Risk/OTA model would use Phase 1 preconstruction services—constructability reviews, value engineering, BIM clash detection, open-book trade pricing—and Phase 2 construction under a negotiated guaranteed maximum price, with an off-ramp if no GMP is agreed. Interested firms are asked to provide capability and market feedback on OTA experience, CM@Risk delivery, specialized facility experience, GMP/open-book costing, bonding, and subcontracting via the government survey form.
