Sources Sought / Market Intelligence: Multi-Projects for Air Force Reserve Command (AFRC) Program – Construction Management at Risk (CMAR) utilizing Other Transaction Authority (OTA)

USACE Louisville District is conducting an RFI/market intelligence effort to assess industry interest, capability, and commercial best practices for six AFRC MILCON/sustainment projects using Construction Management at Risk (CMAR) via Other Transaction Authority under 10 U.S.C. § 2808a, with intent to potentially award six standalone OT agreements. The projects and estimated acquisition magnitudes are: Mass Parking Apron at Grissom ARB, IN ($35M–$45M); Combined Operations Facility at Niagara Falls ARS, NY ($35M–$50M); Fuel Cell Hangar renovation at Patrick SFB, FL ($18M–$30M); Communications Facility at Pittsburgh ARS, PA ($15M–$30M); East Apron asphalt repair at Westover ARB, MA ($10M–$30M); and Taxiway Golf extension at Westover ARB, MA ($25M–$35M). Most projects are at 65%–100% design with anticipated CMAR entry around 95% design, and some design deliverables are planned for October 2026. The proposed CMAR-OTA framework includes Phase 1 preconstruction services such as constructability reviews, value engineering, BIM clash detection, and open-book trade pricing, followed by Phase 2 at-risk construction under a negotiated Guaranteed Maximum Price, with an off-ramp if GMP cannot be agreed. Interested firms are invited to provide company/project interest, OTA and CMAR experience, technical capabilities for airfield paving, multi-story operations facilities, hangar renovation, communications facilities, environmental/utility coordination, bonding capacity, and feedback on the acquisition strategy; this is voluntary market research, not a formal solicitation.
