Fort McCoy Multipurpose Athletic Field Design-Build-to-Budget
The Government is conducting a market survey to shape the acquisition strategy for a Design-Build-to-Budget project at Fort McCoy, WI: a new 54,600 SF multipurpose athletic field facility with a 200-meter rubberized running track, artificial turf infield for Army Fitness Testing, and supporting site, utility, lighting, paving, storm drainage, information, landscaping, and signage work. The procurement is planned as a two-phase Design-Build-to-Budget competition, with negotiations in Phase II, and the Government may offer a stipend to unsuccessful Phase II offerors. The available funding is capped at $14,676,000, and proposals exceeding that cap will be deemed non-compliant and ineligible for award. The survey seeks input from all interested business concerns, including large and small businesses and certified HUBZone, 8(a), woman-owned, and service-disabled veteran-owned small businesses, to refine the procurement approach and assess potential for a small business set-aside. Interested prime contractors are asked to provide company size status, bonding capability, similar project experience, self-performed work information, and feedback on stipends, innovation opportunities, long-lead items, local labor constraints, and effective incentives.
