1-228 AVN BN requires 60,000 gallons of CL III Jet Fuel Type A-1 (JA-1) or Jet Fuel Type A (JAA) for emergent Forward Arming and Refueling Point (FARP) requirements at Nicanor Air Base in Darien Province, Panama. This fuel requirement fulfills the need to support Joint Task Force-Bravo’s Exercise MERCURY. One (1) fuel into-plane truck shall be provided with a pump and a meter that is capable of refilling 500-gallon fuel blivets with 2-inch couplings. Additionally, one (1) tank truck shall be available to refill the into-plane truck to support all daily fuel requirements. US Government personnel will operate and monitor the level of the fuel farm. The contractor will notified when the level falls below the 2,000-gallon threshold. The truck shall be available and capable to pump fuel directly to aircraft, including the availability of a D1 nozzle, in the event the pump-units for the fuel blivets are unsuitable for use. The fuel to be purchased is critical to carry out predetermined requirements in the Darien Province Region of Panama, an AOR assigned to the JTF-B and 1-228th AVN BN for Exercise MERCURY. The region in which these operations will occur is remote and difficult to reach, and therefore the establishment of a FARP in this location is critical to carry out the requirements of the exercise.
