GENERAL: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. SCOPE OF WORK: Under this contract, the Contractor shall furnish all labor, transportation, equipment, materials, and any other items and services necessary to building A-401, ASA MWR Community Activity Center - Last Resort section repair and Building A-402, MWR’s recreational shelter repair as defined in this SOW except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract. Objectives: The objective of this project is to repair all of building A-402; To repair the exterior walls, roof and substructure of building A-401; And to repair the interior of the Last Resort section of building A-401. All repair work will bring back the bar, kitchen, bathrooms, seating area, roof, substructure, walls and deck to serviceable conditions as detailed in section 1.4 below. The repair of buildings A-401 and A-402 will be divided into separate phases to allow the Last Resort to continue operations during the separate phases. Dilapidated structures, utilities, and finishes will be repaired to good serviceable conditions. Award will be made to the lowest priced offeror with a fair and reasonable price. DBA insurance is not evaluated. Place of performance: The work to be performed under this contract will be performed at A-401, ASA MWR Community Activity Center, otherwise known as the “Last Resort” and Building A-402 ASA MWR Recreational Center. Period of Performance: 30 calendar days after the Contractor receives the award, and the project shall be completed in 180 calendar days after the Notice to Proceed or less from receipt of contract award. The 210-calendar day period includes the time for mobilization, demobilization, and clean-up of the site area. Order of Magnitude: Between $250,000 and $500,000 IAW FAR 36.204(e) Competition Procedures: Full and Open (unrestricted). Basis of Award: Lowest Price Technically Acceptable (LPTA) Contract Type: Firm-Fixed-Price The approximate acquisition schedule is as follows: The synopsis will be posted for at least fifteen (15) days. Offerors wishing to access the base must complete section 1 and return the form with a photocopy of front and back of I.D. card or passport to the contact listed below no later than July 15, 2024 for processing and approval.
