The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed-price contract for construction of footings on the south and north end overrun in support of new textile secondary aircraft arresting system (AAS) for the 169th Fighter Wing. Infrastructure to include modifying existing pavements and constructing new textile AAS foundations, access pavements, and associated site work. Certain above ground approach and threshold lights will require alterations to flush mounted fixtures. Selectively demolish pavements and lighting. The configured aircraft arresting system is required to meet operational requirements of fighter aircraft and conform to the Airfield Obstruction Reduction Initiative (AORI), AFI 32-1043 and 35E8-series Technical Order requirements. The magnitude of this project is between $1,000,000 and $5,000,000. Construction/contract completion time is 120 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $36.5 million. This action is being procured on and UNRESTRICTED basis. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or about 2 March 2020. The tentative date for the pre-proposal conference is on-or about 12 March 2020, 10:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference.
