This notice is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals or Request for Quotes. The purpose of this synopsis is to seek interest and capabilities of Small Business, Small Disadvantaged Small Business, SBA Section 8(a) participant, Service-Disabled Veteran-Owned Small Business, Women Owned Small Business, HUB Zone Business general contractors who have the capability, financial resources, and satisfactory performance to perform a service contract on McEntire Joint National Guard Base, Eastover SC. In the event adequate small business contractors are not available for adequate competition for this project, it will be advertised as unrestricted. The South Carolina Air National Guard anticipates the solicitation and award of a contract for medical services to provide base personnel with the following: Physical Therapy, Athletic Training, and Strength and Conditioning services. The project scope includes but is not limited to the prevention of disability and pain experienced as a result of aircraft operations through a program specifically designed to train and prepare aircrew. This program will target specific neck and back strength and conditioning training as well as health education designed to bring aircrew to peak fitness for the 169th Fighter Wing at McEntire Joint National Guard Base, South Carolina. All interested Small Business concerns will provide this office in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 5PM Eastern Standard Time on June 3, 2019. The North American Industry Classification System (NAICS) code for this work is 621340. The small business size standard is $7.5 million average annual revenue for the previous three years to be classified as a small business. Your attention is directed to FAR CLAUSE 52.219-14(c)(1) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract, in the case of a contract for services, the concern will perform at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern" applies to this project if set aside for small business. Contractors should provide information regarding their plan and resources available to provide the indicated 50 percent of the cost of the contract, not including the cost of materials, with its own employees. Attach information, not to exceed three typewritten pages, that must include a (1) positive statement of intent to bid as a prime contractor and (2) a completed and signed Sources Sought Information Request Form (see form attached) and (3) a listing of similar service contracts completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and POC must be included. Indicate if you were a prime or subcontractor, and if subcontractor, provide name and point of contact for the prime contractor, (4) a brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. PLAN ACCORDINGLY: Any subsequent solicitation to include official plans and specifications will be made available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. Reference paragraph 4.7 of the FBO Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
