PSTE 152605 Repair HVAC Base Wide Classification Code: J045- Maintenance and Repair of Plumbing, Heating and Waste Disposal Equipment Set Aside: Small Business NAICS Code: 238220- Plumbing, Heating, and Air-Conditioning Contractors Size Standard: $15,000,000.00 The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the repair and upgrade of HVAC systems base wide. Repair HVAC Base Wide: Install high efficiency chillers, split systems, and package systems with high efficiency air conditioning and chiller systems. Replace boilers with high efficiency boilers. Upgrade existing DDC system to current standards. Install electric, natural gas, and water smart meters. The existing chillers, split, and package systems identified within this project are the aging systems that are dependent upon R-22 Freon. The Clean Air Act and the Montreal Protocol require the United States to phase out the consumption of HCFC's to include ceasing the production and importing of R-22 after 2019. The phasing out of R-22 is escalating the cost of maintenance of these air conditioning units available stocks dwindle and manufacturers phase out production. All R-22 units will be disposed of off base by the contractor. Report the total volume of disposed R-22 to the 169 CES. Many of the existing units have minor leaks identified and require periodic maintenance to maintain a charge. The units identified herein will be at or beyond their useful life expectancy before 2020. The efficiency of some of these older systems are almost half that of their high efficiency upgraded equipment. The boilers identified within this project are approaching their useful life expectancy and were minimum efficiency boilers when installed. The current smart meters fall short of the 2020 requirement to monitor electronically 85% of the energy used on the installation and the system requires updating to allow for remote monitoring. Additional meters are required through this project as well as upgrading the central monitoring system. The facilities should be compatible with applicable DoD, Air Force, and base design standards. All quantities identified within the table should be utilized for planning purposes only and will require on-site verification. The contract duration is 180 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238220, with a size standard of $15,000,000.00. The magnitude is between $1,000,000 and $5,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least fifteen percent (15%) of the cost of the contract, not including the cost of materials, with its to this project. The date for the pre-bid conference is on 20 August 2019, 10:30 AM local time.
