PSTE 162020 Repair Southwest Drainage Infrastructure Classification Code Y-Construction of Structures and facilities Set Aside: Small Business NAICS Code: 236220- Commercial and Institutional Building Construction The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the repair of drainage deficiencies and interior damage at Bldg. 243. Base Gym, Building 243: The facility is prone to flooding and incurred damage to interior flooring in 2015. Minor envelope repairs will be required due to water infiltration. Interior work includes painting walls, replacement of flooring, base cove, and installation of concrete sealant. In addition, exterior infiltration mitigation will be addressed to include site grading, gutters, downspouts and trench drain. Ditch Drainage: Flooding around the buildings 243, 1040, 1046, 1148, 1057, 1050 and 1157 is a frequent occurrence. The current drainage infrastructure is not sufficient to handle the runoff from the airfield, located east of the facilities, and results in the flooding of facilities. This project focuses on approximately 5,000 to 6,000 linear feet of ditch maintenance and pipe improvements for the base storm water management system in accordance with the design. The subject watershed consists of approximately 200 acres with three major outfalls to be evaluated. The elevation, out-fall, and culverts/roadway pipes need improvements to divert water from buildings to prevent backflow into the facilities. This portion of the project includes ditch work, culverts, pipe, headwalls, out-falls and associated components as required to repair and improve the ditches. Option 1 (Additive Bid Item): Regrout Tile Floors/walls. This option is to regrout 918 square feet of hard tile floors and walls, to include demo of Toilet partitions, re-install toilet partitions, demo the existing grout, prep for new gout, and reinstall grout. . The contract duration is 180 days after NTP. This project is set aside 100% for Small Business. McEntire Joint National Guard Base (JNGB), Eastover, South Carolina is seeking information regarding capability and availability of potential business sources in support of a potential requirement to grade site to divert water from facilities, widen, and improve out-fall drainage ditches. This is to include repair damaged wall, floor surfaces, and water infiltration of the base gym, Building 243, caused by poor drainage infrastructure. The elevation, out-fall, and culverts/roadway pipes need improvements to divert water from buildings to prevent backflow into the facilities. A Survey of the watershed basin will be required to determine the optimal approach for diverting water from the buildings and improving the drainage basin. This portion of the project includes ditch work, culverts, pipe, headwalls, out-falls and associated components as required to repair and improve the ditches. Minor envelope repairs will be required due to water infiltration. Interior work includes painting walls, replacement of flooring, base cove, and installation of concrete sealant. In addition, exterior infiltration mitigation will be addressed to include site grading, gutters, downspouts and trench drain. Building 243's finished floor elevation (FFE) is level with the surrounding landscape. There are certain locations where the surrounding grade is high than the FFE. Currently water from the gutters and surrounding areas pools adjacent to the facility causing moisture to enter the facility through the walls and foundation. In the event of a solicitation, we anticipate a negotiated firm fixed price award. The anticipated period of performance is 1 September 2019 - job completion in Eastover, SC. The start of the period of performance may be adjusted and the period of performance length will be established at a later date. The SCARNG is seeking qualified small business as defines in the Federal Acquisition Regulation (FAR) Part 19 that qualify under the North American Industry Classification System (NAICS) Code 236220 (Commercial and Institutional Building Construction) size standard $36.5 Million). All interested small business concerns are invited to respond to this Sources Sought announcement. Please provide the following: 1) Respondents shall provide a list of relevant projects completed during the past three years, both for government and private industry that best demonstrates the company's experience relative to the types of work covered by this requirement. Projects should be similar in size, scope, and complexity to this requirement. Respondents shall have experience working near an active airfield construction site and have familiarization with FAA and Air Force standards and regulations. Type of project, dollar value, contract number, location, and POC are to be included. Indicate if you were a prime or a subcontractor; and if subcontractor, provide name and point of contact for the prime contractor. 2) Respondents shall provide a brief outline of resources, subcontractors, and key personnel that would be used to accomplish this project. 3) Respondents shall provide its bonding capacity for both a single contract and aggregate capacity.
