The USPFO for South Carolina intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the renovation, and addition, to the fire station located on McEntire Joint National Guard Base, Eastover, SC (Richland County). The project will provide approximately 9,169 SqFt of new construction, and approximately 8,231 SqFt (interior space) will require major demolition, renovation and reconfiguration. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems and electrical systems. Additional facilities will include: carport paving, a manufactured aluminum canopy carport, translucent daylight panels in bay, overhead coiling door in bay, daylighting tubes, dumpster pad, storefront upgrade, rooftop daylighting monitor and upgrade painted CMU walls. This project will meet USGBC LEED Silver Certifiable level of construction. The contract duration is 540 days after NTP has been issued. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) code is 236220 with a size standard of $36,500,000.00. The magnitude of this project is between $5,000,000.00 and $10,000,000.00. The project will have nine (9) Options and they are listed in order of priority below: 1. Carport Paving 2. Manufactured Aluminum Canopy Carport 3. Translucent Daylight Panels in Bay 4. Overhead Coiling Door in Bay 5. Daylighting Tubes 6. Dumpster Pad 7. Upgrade Storefront 8. Rooftop Daylighting Monitor 9. Upgrade Painted CMU Walls The following items are Brand Name Requirements: 1. Fire Alarm System/Monaco Enterprises, Inc Your attention is directed to FAR Clause 52.219-14(b)(4) LIMITATIONS ON SUBCONTRACTING. The pre-bid conference/site-visit will be on 01 August 2019 at 9:00 AM EST. The location is listed in the solicitation. ALL INTERESTED CONTRACTORS are encouraged to attend and all shall follow the conference registration and base access requirements outlined in the solicitation. If you are not cleared by base personnel, you will not be allowed on the base to attend the conference. A site visit will follow the pre-bid conference. The bid opening will take place in the Auditorium of the TAG Building located at 1 National Guard Road, Columbia, SC 29201. Interested offerors must be registered in SAM in order to submit a bid. Bids cannot be accepted from anyone who is not registered in SAM at the time of the bid opening. The registration process can take in excess of 10-days.
