This is a Presolicitation Notice / Notice of Intent to Sole Source The Joint Interagency Task Force South (JIATFS), Regional Contracting Office (RCO) Key West, Florida, intends to negotiate a single source contract with Argonne Ridge Corporation. The proposed requirement is for the continuation of a proprietary Network Insight tool subscription which provides: Visibility on over 92% of the all routed IPv4 IPs on the Internet over a 30 day period, with insight from hundreds of pods worldwide, yielding multiple Pb/day. The ability to track miscreant activity across multiple Internet-connected networks, despite the use of proxies and bounces. Detects routers and identifies the operating system of a given IP address. Provides various service options dedicated to mapping IPv4 numbers to BGP prefixes and ASNs. Networks include academic, Internet exchange points, hosting providers, enterprise, and transit. This wide base of coverage provides us with a unique viewpoint and logging capability. Logs and tags (identifies malware) tens of millions of such IP addresses per week... etc. JIATF South's ability to rapidly identify illicit/malicious activity and correlate it with other illicit/malicious activity is crucial to JIATF South's ability to effectively conduct detection and monitoring in the cyber domain. This collection of services will greatly improve JIATF South's ability to detect, monitor, investigate, and respond to illicit trafficking, TOC, and threat finance activities. The statutory authority for other than full and open competition is Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5. This notice is not a request for competitive proposals and no solicitation document will be posted for this requirement. Interested parties may submit technical capability statement along with business profile to Richard P. Hill, Contracting Officer, at richard.p.hill37.civ@mail.mil by 12:00PM ET, July 24, 2019. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government to initiate a competitive solicitation based on responses received is solely within the discretion of the Government. The determination not to compete this action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.
