The New York Army National Guard (NYARNG) is soliciting Small Business (SB) vendors to provide quotes for a base plus 4 one-year option period purchase order to perform Education liaison services, as defined in the Performance Work Summary (PWS). The solicitation is issued as a Request for Quote (RFQ) from the USP&FO for New York, Purchasing and Contracting Division, Latham, New York. Principle NAICS is 541611 and size standard is $16.5 million. This acquisition is utilizing procedures in FAR part 13.5, Simplified Acquisition Procedures. This requirement is set aside 100% for small businesses only. Inquiries All questions and / or inquiries concerning this solicitation must be submitted via email to Melissa Santoro by 10:00AM ET, July 16, 2020. Questions submitted after the due date will not be accepted. Any resulting addition, deletion, or change to the RFQ document will be made by issuing a formal amendment, which may be downloaded from http://www.beta.sam.gov Quotes must conform to the requirements of the solicitation and be submitted via email to melissa.santoro2.civ@mail.mil no later than 11am on 3AUG2020. The contractor shall provide all personnel, labor, transportation, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Education Liaison (EL) Services, as defined in this PWS. The contractor shall research, analyze, plan and recommend which community and school entry vehicle (SEV) will best meet the goals of each Recruiting and Retention Battalion (RRBN) member in their respective territories. Contractors will be subject matter experts on secondary and post-secondary educational communities, classroom presentation skills, use of technology in school presentations, and have in-depth knowledge of the National Guard specific SEV’s. Contractor’s will assist RRBN members in coordinating and presenting trainings to RRBN target audiences in educational settings, clubs and teams. The anticipated Periods of Performance PoP for the purchase order is a 1-year base September 1, 2020 – August 31, 2021, with 4 option years to follow All requirements will be in accordance with the Performance Work Statement. (PWS), which is attached and made part of this solicitation. Service Contract Act Wage determination # 2015-4144 applies and is incorporated. The resulting contract will require the Contractor to be compliant with the Contract Manpower reporting (CMR) system. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NYARNG via a secure data collection site. See attached Performance Work Statement for more information. In order to be eligible for award, the successful offeror's System for Award Management (SAM) registration must be active and includes representations and certifications. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the www.Beta.Sam.Gov. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
