This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ). This acquisition is utilizing NAICS code 611620 - Flight Training with the small business size standard being $8M. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. This requirement is subject to availability of funding per FAR 52.232-18. Eligibility for Award. Offerors must have a current registration in the System for Award Management (SAM) at https://www.sam.gov as of the date of award determination to be eligible for award.. Offeror shall ensure all representations and certifications are current in SAM as a condition of award. Evaluation. The basis of award will be the lowest price that meets the requirements of the Performance Work Statement (PWS) and the vendor must have current certifications as requested in section 1.4.7 of the performance work statement. Invoices. An itemized invoice shall be submitted electronically through Wide Area Workflow (WAWF) located at https://piee.eb.mil/piee-landing/ .
