The US Army Corps of Engineers is soliciting industry feedback on the potential use of a Project Labor Agreement for a large-scale Coastal Storm Risk Management (beachfill) project exceeding $35 million, to be performed at Bethany Beach, South Bethany Beach, Fenwick Island, Rehoboth Beach, and Dewey Beach, Delaware. The work involves periodic renourishment of beach berms and dunes, requiring approximately 532,000 CY (Bethany), 207,000 CY (Fenwick), and 390,000 CY (Rehoboth/Dewey) of sand, with optional advanced nourishment quantities, plus repair of dune grass, fencing, and crossovers, using hopper or hydraulic cutterhead dredges from offshore borrow areas. The survey requests comments on local PLA experience, skilled labor availability, scheduling issues, cost impacts, and whether the respondent would bid with or without a PLA requirement.
