The US Army Corps of Engineers, Enterprise Dredge Delivery Center is seeking construction-community comments on whether to require a Project Labor Agreement for large-scale Coastal Storm Risk Management beachfill work exceeding $35 million at Bethany Beach/South Bethany Beach, Fenwick Island, and Rehoboth Beach/Dewey Beach, Delaware. The work involves periodic renourishment of the beach berm and dune to original design templates, including dune grass, fencing, and crossover repair/replacement, using offshore borrow areas with hopper or hydraulic cutterhead dredges. Estimated base sand quantities are about 532,000 CY for Bethany/South Bethany, 207,000 CY for Fenwick Island, and 390,000 CY for Rehoboth/Dewey Beach, with optional advanced-nourishment sand of about 165,000 CY, 60,000 CY, and 120,000 CY respectively. The solicitation is expected to be available in FY2027.
