The US Army Corps of Engineers is soliciting construction industry comments on whether to require a Project Labor Agreement for a large-scale Coastal Storm Risk Management effort exceeding $35 million, involving beachfill and dredging along three New Jersey coastal project areas. Work locations include Cape May to Lower Township, Absecon Island (Atlantic City, Ventnor, Margate, Longport), and Long Beach Island (Long Beach Township, Harvey Cedars, Surf City, Ship Bottom, Beach Haven). The work scope covers hopper and pipeline dredging, placement of sand from designated offshore borrow areas (approximately 600,000 cubic yards base at Cape May, 1.5 million at Absecon Island, and 2 million at Long Beach Island), plus optional dune crossovers, dune grass, sand fencing, and drainage structure repairs. All work must be completed by March 1, 2028, and the solicitation is expected to be available in FY2027. The survey seeks input on local PLA experience, skilled labor availability, scheduling concerns, cost impacts of a PLA requirement, and whether firms would bid with or without one.
