The purpose of this Sources Sought/Request For Information, in support of issuing Emergency Response contracting actions, is to identify contractors experienced with strategies, procedures and that have the resources to respond to the Helene Hurricane ongoing recovery missions. U.S. Army Corps of Engineers South Atlantic Division (SAD), Great Lakes & Ohio River (LRD), and North Atlantic Division (NAD) are actively engaged in executing debris management, infrastructure assessments, temporary emergency power, and wastewater missions across multiple states impacted by recent storms and Hurricane Helene. This RFI is focused on USACE Wilmington District (CESAW) requirements for waterway debris removal and private property debris removal (PPDR) across twenty-seven (27) counties in major disaster areas of Western North Carolina most impacted by Hurricane Helene. The Government is working on the list of impacted waterways and developing the requirements for PPDR locations/parcels. The US Army Corps of Engineers Wilmington District is conducting this SOURCES SOUGHT/REQUEST FOR INFORMATION as outlined in FAR 15.201(c)(3) to gain knowledge of interest, capabilities, and qualifications of all firms especially: Small businesses including Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), including Alaskan and Hawaiian Native Businesses, 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses: Women Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses. The Wilmington District requests interested contractors review the DRAFT PWS and respond with their capabilities to perform work of this general nature. Small Businesses local firms within the impacted areas, expanded to include NC Governor’s Emergency. Other business concerns residing or doing business primarily within the disaster area. Definitions: Emergency response contract means a contract with private entities that supports assistance activities in a major disaster or emergency area, such as debris clearance, distribution of supplies, or reconstruction. Local firm means: a private organization, firm, or individual residing or doing business primarily in a major disaster or emergency area. Major disaster or emergency area means: the area included in the official Presidential declaration(s) and any additional areas identified by the Department of Homeland Security. Major disaster declarations and emergency declarations are published in the Federal Register and are available at https://www.fema.gov/disasters/disaster/declarations. SUBMISSION REQUIREMENTS: The requirements addressed in this Sources Sought/RFI represent the potential for a material financial, administrative, and operational undertaking. Ergo, the requirements of the to be determined responsive to this Sources Sought/Request For Information the interested firm must provide to the contracting office: A brief Statement of Capabilities demonstrating their ability to meet and execute the requirements as set forth in the attached DRAFT PWS. Evidence of adequate financial resources to perform the requirements, or the ability to obtain them. Evidence that the interested firm is expected to be able to meet urgent, short lead time start up requirements and comply with the required or proposed delivery or performance schedules, taking into consideration all existing commercial and governmental business commitments; Evidence of past performance projects of similar nature. Evidence of satisfactory performance, if available. Evidence, such as organizational chart, and or cvs, of the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors) Listing, summary, of the necessary production, construction, and technical equipment and facilities, or the ability to obtain them. Provide a list of on hand equipment. Indicate if the equipment is owned or a rental. This equipment can include equipment under reserved agreements provided the equipment is readily available (within 24 hours) of a government contract. Provide of list of the human resources needed to execute waterway debris removal and management, as well as PPDR missions, i.e. Project manager, QA, SSHO, environmental engineers, specialty trades, that are available to meet any immediate needs waterway/ppdr action. Answer the following questions. Do you have everything needed to mobilize and perform a waterway debris collection and disposal services immediately? Is your firm prepared to respond to an RFP with a proposal in as little as seventy-two (72) hours after receipt of an RFP. For Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), including Alaskan and Hawaiian Native Businesses, 8(a) Certified Small Businesses. Provide the SBA District Office and POC that services your firm. For Service-Disabled Veteran-Owned Small Businesses (SDVOSB) provide evidence of SBA certification as a VOSB or SDVOSB.
