Description of Requirement: The Contractor shall provide labor, materials, and services to accomplish all the repairs, maintenance, and modification items listed in the Performance Work Statement (PWS), while dry-docked for up to ninety (90) days at the Contractor’s Shipyard. The resulting award issued from this request will result in one award. Wage Determinations (WD) will be based on the Contractor’s place of performance. The WD that will be incorporated into the contract award will be the county where the work will take place. Determinations can be found on www.sam.gov. The Offeror is responsible for referring to the wage determination and applying it as applicable. Site Visit: A site visit has been scheduled for: Wednesday, 5 February 2025 at 9:00 AM ET. All Quote Submission Packages must include the following items: Contractor pricing. Technical Proposal per clause 52.212-2 of the solicitation: Offerors are required to submit prior experience of recent and relevant contracts/projects at the time of quote. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required. Evaluation of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Contractor is responsible for the costs associated with providing the inspection services of ABS. Repair work must be completed from Brownsville TX, along the intercostal waterway to Tampa, Florida. Facilities are acceptable located up to 90 miles from the intercoastal waterway in any direction between these ports. The contact facility must be navigable by the dredge allowing for 8’ of draft to transit safely. Certification for the dry-dock to be used to lift the plant shall be submitted with the Contractor’s proposal. The dry-dock shall be certified for docking the plant of the dimensions and weight given by one of the following: (a) US Navy, Naval Sea Systems Command (b) American Bureau of Shipping (ABS) (c) An independent registered Professional Engineer specializing in dry-docks, who shall cover the inspection requirements of item (a) or (b) above. The Inspection Certificate shall be within three (3) years if the age of the dock is less than ten (10) years old and within two (2) years if the age of the dock is over ten (10) years old. The Contract duration is ninety (90) calendar days after delivery of the vessel to Contractor’s yard. The Contractor is responsible for completing all definite and indefinite work items within the ninety (90) calendar day Contract duration. This solicitation is a 100% Small Business set-aside. The contract issued will be Firm Fixed Price. This solicitation will be issued in electronic format only and will be available on or about 10 February 2025. The quote due date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, facsimiles, etc) will be provided. Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HubZone and 8(a) via SAM. - Evidence of capabilities to perform comparable work of shipyard repairs on ABS classed vessels, similar in size to the Dredge Murden. The contractor must provide evidence of comparable work on two (2) recent projects greater than $1,000,000.00 in value (not more than seven (7) years old.) Include the project name and description of the key/salient features of the project (completion date, total contract value, and your company's level of involvement in the project, i.e., subcontractor (type), prime, GC, etc. and your specific role. Additionally, if you were teaming with another firm, clearly identify your role on the project(s) submitted. Please provide at least one point of contact (with e-mail address and phone number) for project validation. The Government will not give credit to projects if the lack of information hinders the ability to determine relevancy and/or level or experience. - Documentation of an ABS certified welders - Capability to perform at least 50% of the required work, in-house. - Water Depth. Ensure that water depth is sufficient at the pier to ensure the vessel's lowest underwater appendage clears the bottom by at least two feet at Mean Low Water (MLW) conditions for tidal rivers and other navigable waterways. - Collision Protection: Provide a fender system to prevent the vessel's sides from chafing and colliding with the pier or wharf while moored at the Contractor's facility. Ensure that no other vessel is moored alongside the vessel without specific permission from the COR/Port Engineer. - Firm's capability to perform, to include geographic span and project size. - Information on Teaming Arrangement (if applicable). Although we are not looking for formal signed agreements at this time, if you intend to "team" with another firm, formally or informally, you must submit information, not more, than one (1) page, about your team's involvement. More specifically, you must submit sufficient information for the Government to determine the roles each team member will play and what your socio-economic status is or will be considering the proposed arrangement. Therefore, included in your one (1) page if you are a Small Business and you intend to mentor/protégé and/or JV with a large business both team members must sign agreeing that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team is a mentor/protégé arrangement, identify the areas that will be mentored. Any supporting documentation that confirms your socio-economic status as a team should be provided. The Government may not give credit to your socio-economic class if there is not sufficient documentation to support it or if the Government cannot verify through other means that your business is as such. Responses to this Sources Sought Announcement will be used by the government to make appropriate acquisition decisions. All interested businesses, regardless of size should submit a narrative demonstrating their Specialized Experience in similar type contracts, Past Performance, Key Personnel. Capability statements should include size/classification of your firm, bonding capacity, details of similar projects, and the completion dates, references and contract amounts for the similar projects listed.
