This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement will be 100% set aside for only Small Businesses. The North American Industry Classifications System (NAICS) is 238220 Plumbing, Heating, and Air-Conditioning Contractors with a Small Business size standard of $19,0,000. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-04. Title of Requirement: Plumbing Service BPA Description of Requirement: This office proposes to establish a Blanket Purchase Agreement (BPA) for an indefinite quantity of Plumbing Services. The Contractor shall furnish all labor, equipment and materials necessary to execute the electrical services for each BPA Call under this agreement. No single BPA Call may exceed $40,000 in total cost. The BPA Master Dollar Limit is $200,000. The intent of this blanket BPA is to provide the government with a cost-effective rapid response way to maintain the U.S. Army Corps of Engineers facilities. SOURCES SOUGHT NOTICE FOR PLUMBING SERVICES FOR PHILPOTT LAKE, BASSETT, VA This is a Sources Sought/Request for Information only. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Wilmington District, is conducting research to determine the market capabilities of potential contractors to perform Plumbing Services for the Government facilities at the Philpott Lake Project in Bassett, Virginia. Description of Work: These facilities include eight public recreation areas, a maintenance compound, and the Philpott Powerhouse. Philpott Lake is a nearly 3,000-acre reservoir located near Bassett, Virginia on the Smith River in Henry, Patrick, and Franklin Counties and includes an additional 6,400 acres of park, operations, and natural resource management lands owned by the US Army Corps of Engineers. The project provides flood damage reduction, hydropower, recreation, and natural resource management. Philpott Lake receives approximately 350,000 visitors annually to its public recreation areas. The purpose of this Blanket Purchase Agreement (BPA) is to provide an indefinite quantity of Plumbing Services. The Contractor shall furnish all materials, tools, equipment, personnel, supervision, vehicles, and other items necessary to perform plumbing repairs and service at the Philpott Lake Project. The Project’s facilities include one (1) Visitor Assistance Center and nine (9) formal recreation park areas. The plumbing services required under this Blanket Purchase Agreement (BPA)include but are not limited to repairs installation, replacement, preventative maintenance, scheduled maintenance, inspection services, emergency and repair services, schedule/demand services, state and federal required inspections to properly maintain and repair interior and exterior plumbing systems, hot and cold water systems, piping, fittings, fixtures, equipment, and drainage systems, as well as disposal of equipment and materials.. No single BPA Call may exceed $40,000 in total cost. The BPA Master Dollar Limit is $200,000. More specifically, you must submit sufficient information for the Government to determine the roles each team member will play and what your socio-economic status is or will be considering the proposed arrangement. Therefore, included in your one (1) page if you are a Small Business and you intend to mentor/protégé and/or JV with a large business, both team members must sign agreeing that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team is a mentor/protégé arrangement, identify the areas that will be mentored.
