This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM22Q0033, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541380 with a small business size standard of $16.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-06. Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools, and incidentals necessary to perform laboratory testing of soils, and other services as specified herein. A total of 262 samples are to be analyzed in accordance with ASTM D6913, ASTM D2487, and visual volumetric percentage of shell and rock fragment determination. In addition to these 262 samples, USACE may exercise the option to have up to 200 more samples analyzed resulting in a maximum total of 462 samples. Results from performed work will be evaluated by the Wilmington District of the U.S. Army Corps of Engineers (USACE) to assess in-situ sediments within the subsurface to be used for beach placement, bird island restoration, and upland placement purposes. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provision 5.212-2. Each offeror must submit a Price Quote via email to Terri M. Adams at terri.m.adams@usace.army.mil and Rosalind M. Shoemaker at rosalind.m.shoemaker@usace.army.mil. No hard paper copies will be accepted or evaluated. The Price Quote must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.
