This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM22Q0011, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 238990 with a small business size standard of $16.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-02. Description of Requirement: The Contractor shall provide a Rough Terrain Mobile Hydraulic Crane that meets or exceeds the job requirements listed in the Statement of Work and shall provide documentation with their quote of the type and capacity to ensure it meets job requirements. The Contractor shall be responsible for the safe lifting and placement of (1) Dam Emergency Gate and (1) 20-Ton Hoist on the Dam Outlet Tower at W. Kerr Scott Dam, to include any smaller lifts that may be required to accomplish the requirements of this contract. All crane operations shall be in accordance with the U.S. Army Corps of Engineers Safety Manual, EM 385-1-1. The Crane Operator shall be certified in accordance with the Occupational Safety and Health Administration (OSHA) requirements, listed in the U.S. Code of Federal Regulations and shall submit written acknowledgement that the Operator is certified with the quote. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provision 52.212-2. Each offeror must submit a Price Quote via email to Terri M. Adams at terri.m.adams@usace.army.mil and Alicia G. Evans at alicia.g.evans@usace.army.mil. No hard paper copies will be accepted or evaluated. The Price Quote must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.
