As a result of this modification, the time and date set for responses has been extended from December 28, 2020 at 2PM EST to December 29, 2020 at 2PM EST. The time and date for close of the solicitation has NOT changed as a result of this amendment.** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM21Q0006 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 621910 with a small business size standard of $16.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-02. Description of Requirement: The Contractor shall provide a Standby Confined Space Rescue (CSR) Team to include all personnel, equipment, labor, material, and travel for the duration of the conduit inspection. All team members shall be certified in confined space rescue. All team members shall be certified in first aid and Cardiopulmonary resuscitation (CPR). The CSR Team shall be sized appropriately for the number of personnel that could be inside the conduit at any one time (up to 14 people). Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provision 5.212-2 for evaluation factors and criteria to include the requirement to be registered in https://beta.sam.gov. Registration information requirements are listed throughout the solicitation package. Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to ashley.l.stewart@usace.army.mil and karri.l.mares@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.
